From 1 October 2026, a hotel on the WhatsApp Business Platform pays for the replies it sends to guests. Free-form replies inside the 24-hour customer service window, free since November 2024, and utility templates sent in reply to a guest, free since July 2025, both become charged per message at the utility rate for the guest's country.
That is the change in one sentence, and it lands on the busiest part of hotel messaging. Proactive templates were always billed. The back-and-forth with a guest about parking, breakfast times and a late arrival was not. For most properties that conversation is the bulk of the volume: across the 190+ properties vGuest runs, 97% of guest conversations arrive on WhatsApp, and most of what a hotel sends is a reply.
What changes on 1 October 2026
Meta's documentation on non-template message pricing (read 13 September 2026) sets out two changes, both effective 1 October 2026:
- Service messages are charged per message, "consistent with how Meta charges for template messages". By market, the rate is the same as for utility and authentication messages.
- Utility messages sent in response to a guest inside an open 24-hour customer service window are charged per message. They have not been charged since 1 July 2025.
What a hotel sends, mapped to the rules before and after:

The rule on when a free-form reply can be sent does not move: it still needs an open customer service window, which a guest's message opens.
Why the price follows the guest's phone number
WhatsApp charges vary by recipient and by message category, according to Meta's platform pricing page (read 13 September 2026). A hotel in Munich replying to a guest with a UK number pays the UK rate, not the German one.
For an international property this matters more than the headline change. The October bill depends on the mix of guest countries, not on where the hotel is registered, so two hotels with the same number of replies can see very different costs.
Which hotel messages count as utility, and which as marketing
Meta's template categorisation rules (read 13 September 2026) define a utility template as non-promotional and tied to something the guest did or asked for, such as a booking or an account. Marketing covers anything aimed at awareness, sales or retargeting.
The rule that catches hotels is the mixed message. A check-in reminder with "add breakfast for half price" at the bottom is not a utility message with a small offer. Under Meta's rules it is a marketing message, billed at the marketing rate, and Meta can recategorise an approved template that drifts, with notice by email, webhook and WhatsApp Manager.
Keep the operational template clean and send the offer separately, where you have decided it is worth paying for.
Every message bubble is now a charge
Per-message billing counts delivered messages, not conversations. A reply split across three bubbles ("Hi!", "Parking is free", "Entrance on the side street") is three charges from October, where it was nothing before.
This is the cheapest fix available and the easiest to miss. Answer in one complete message. It reads better for the guest, and for anyone writing assistant replies or staff macros it is now a cost decision as well as a style one. How to estimate the October bill
The structure of the estimate is simple, even before you have the exact rates:
1. Count the replies. Take last month's service messages by guest country. Meta's pricing documentation notes that analytics can be queried by the `SERVICE` pricing category. 2. Add utility templates sent in reply inside the window, which also become billable. 3. Multiply each country's count by that country's utility rate from the October rate card.
An illustrative example, with no real prices: if a property sends 4,000 replies a month, 2,500 to guests in one market and 1,500 in another, the October cost is 2,500 times the first market's utility rate plus 1,500 times the second's. Take the rates from the CSV or PDF rate card for your billing currency on Meta's pricing page. The pricing page (read 13 September 2026) says the rates taking effect on 1 October 2026 are published no later than 1 September 2026.

What we do not know yet
Some things are unclear, and they are worth checking before you rely on an estimate:
- A free monthly allowance. Several messaging providers report a free tier of service messages per business phone number from October. We could not find it stated on the Meta pricing pages we read on 13 September 2026. Treat it as unconfirmed until it appears on your rate card or in WhatsApp Manager.
- Volume tiers. Meta's volume discounts currently apply to utility and authentication messages. Whether service messages count towards those tiers is not stated on the pages we read.
- Exact rates. They depend on the rate card for your billing currency and change on Meta's pricing calendar. Recheck the rate card rather than a figure quoted in a blog post, including this one.

What to do first
Pull last month's message counts from WhatsApp Manager, split by guest country, and multiply by the October utility rates from Meta's rate card. It takes under an hour, and it turns "WhatsApp is getting more expensive" into a number you can put in the budget and compare against the value of answering guests in seconds.

Are WhatsApp replies to hotel guests still free after October 2026?
No. From 1 October 2026, Meta charges per message for service messages, the free-form replies a hotel sends inside the 24-hour customer service window, at the same rate as utility and authentication messages in the guest's market. The exception is the 72-hour free entry point window after a guest arrives from a Click to WhatsApp ad or a Facebook call-to-action button, which stays free.
Does a booking confirmation sent on WhatsApp cost money?
A booking confirmation is a utility template. Sent outside a customer service window it is already charged. Sent in reply to a guest inside the 24-hour window it has been free since July 2025, and becomes charged per message from 1 October 2026.
Is a late check-out offer a utility or a marketing message?
Marketing. Meta's categorisation rules treat promotional content, including upsells and offers, as marketing, and a template that mixes a genuine update with a promotion is categorised as marketing too.
When does Meta publish the rates that apply from 1 October 2026?
Meta's pricing documentation says it will announce and publish the rates taking effect on 1 October 2026, including service message rates, by 1 September 2026. The rate cards are downloadable per currency from the pricing page on Meta for Developers.
Are messages sent after a Click to WhatsApp ad still free?
Yes. Meta states that the 72-hour free entry point window is unchanged, so messages sent within 72 hours of a guest arriving from a Click to WhatsApp ad or a Facebook call-to-action button remain free.
